Ms Rukiya Ibrahim, from Kenya, is a Senior State Counsel at the Office of the Attorney General and Department of Justice in Nairobi. She represents her government in court in disputes on environment, employment, and constitutional and human rights law. She also negotiates bilateral trade agreements on behalf of her government. Rukiya holds a Bachelor of Laws (LL.B.) degree from Strathmore University, Nairobi, Kenya (2016), a Post Graduate Diploma from the Kenya School of Law (2018), and a Master of Laws (LL.M.) degree in International Law (with a specialisation in International Economic Law) from the Graduate Institute, Geneva (2022).  She was part of the winning team in the Africa Round of the 16th John H. Jackson Moot Court Competition on WTO law and participated in the Final Oral Round in Geneva (2018).

Ms Ibrahim also holds a certificate from Trade Law Centre (TRALAC) on Reading and Interpreting International Trade Law Agreements: Case Study of the AfCFTA (2024). In 2019, Rukiya was admitted to the bar as an Advocate of the High Court of Kenya.  She is fluent in English and a native Swahili speaker.
