Interviews with Ambassador Lacarte-Muró Now Available for Streaming on the ACWL’s Website
On 26 February 2019, the Permanent Mission of Uruguay to the WTO and the Advisory Centre on WTO Law (ACWL), in conjunction with the Inter-American Development Bank (IADB), hosted a lunchtime reception at the WTO Gallery in honour of H.E. Ambassador Julio Lacarte-Muró (1918-2016). Ambassador Lacarte-Muró was a key architect and pillar of the multilateral trading system over a distinguished sixty-year career, from negotiating the Havana Charter and GATT in the 1940s to his service as a member of the WTO Appellate Body (1995-2001) and dispute settlement panels in the 2000s.
The reception was hosted by H.E. Mr. José Luís Cancela, Uruguay’s Ambassador to the WTO, and Mr. Niall Meagher, the ACWL’s Executive Director, and was addressed by H.E. Mr. Rodolfo Nin Novoa, Minister of Foreign Affairs of Uruguay, Mr. Roberto Azevêdo, Director-General of the WTO, and Professor Georges Abi-Saab, Ambassador Lacarte-Muró’s former colleague on the Appellate Body.
Minister Nin Novoa paid tribute to Ambassador Lacarte-Muró’s long career in public service, especially his skills as a mediator and his ability to bring people of different viewpoints together. Professor Abi-Saab praised Ambassador Lacarte-Muró’s talents and the diversity of his interests, his simplicity, and his humble approach to his work on the Appellate Body, and his attitude of moderation in all things. Director-General Azevêdo expressed his admiration for the scope of Ambassador Lacarte- Muró’s achievements and recommended that everyone interested in the history of the world trading system, especially younger delegates and students, should watch the interviews.
The reception marked the launch of a series of video interviews with Ambassador Lacarte-Muró, originally recorded in 2007 by Mr. Jaime Granados of the IADB and others. Mr. Granados was unable to attend but provided his recollections of Ambassador Lacarte-Muró and explained the circumstances in which the interviews came about in a video shown during the reception. The video interviews with Ambassador Lacarte-Muró detail his experiences throughout his career in international trade, including the negotiations of the Havana Charter and the GATT 1947, as well as his service as Deputy Executive Secretary of the GATT in 1947-1948 and as Uruguay’s Permanent Representative to the GATT in 1961-1966 and 1982-1992. He also discusses his experiences chairing the GATT Council and the Uruguay Round Negotiating Groups on dispute settlement and institutional questions.
