
The ACWL would like to invite government officials from ACWL developing country members and the least developed countries to attend a seminar on the Panel Report in Colombia – Indicative Prices and Restrictions on Ports of Entry (DS366) circulated on 27 April 2009. The report was adopted by the Dispute Settlement Body on 20 May 2009.
This report marks the first time that a panel has interpreted the Customs Valuation Agreement and GATT Article V (Freedom of Transit). It is also the first time that a panel has found that restrictions on eligible ports of entry for certain goods constituted a restriction within the meaning of GATT Article XI:1 (General Elimination of Quantitative Restrictions).
The seminar, which will cover the principal findings in this case, will be presented by the Executive Director and the ACWL lawyers who represented Panama in this case. It will take place on Wednesday, 24 June from 13:30 to 15:00 at the ACWL's premises. A light lunch will be available from 13:00 to 13:30.
